The recent political transformation and economic development in the Nigerian society require a breed of bureaucrats who, (not only different from the type of men whose usefulness, when the main concern of the bureaucracy is the maintenance of law, order and status quo), but by their systematic, professional and educational development, are able to react to problems and become more relevant in the economic and political development of the Nigerian society.
There is the assumption that Public Administrators have important role to play in public sector problems solving, institutional responses, and in developing new bases of democratically conceived authority. Besides being innovative implementators of public programs, they are seen as fiscal Entrepreneurs, and as such need to help to foster important business values, such as effectiveness, efficiency and equity.
Fiscal Entrepreneurship (using public funds to create economic wealth) requires higher advanced educational and professional skills to deal with the growing demand for low taxes and increase public services.
The Institute’s educational and professional training patterns form the basis from which members develop careers in spheres other than Public Administration, general administration, management, accountancy, law and computerized management information system form part of the package that helps develop members for present and future challenges. The Institute is therefore set to develop and assist in the building of public administration with the necessary professionalism, dedication, self-esteem and legitimacy to act as the constitutional center of gravity.
